El Dorado Youth and Government Delegation Bulletin #7

Mandatory delegate meeting this week! Make sure to be there to discuss our delegation values!

1.) Delegation Primary for MLC T&E I & Leadership Applications: This week (10/4) we will be holding a delegation primary for delegates who would like to run for an elected position at T&E 1. We can only have 1 delegate run in category 1, and up to 3 (if no one runs in category 1) delegates run for category 2, and unlimited amount of delegates run for category 3. Click here for more details. Let me know if you are planning on running for a position so I can plan. 

All delegates who are running need to do the following things:

1. Wear Sac Attire
2. Prepare a 2 minute speech to present to the delegation. This speech will be on an issue of statewide significance to prepare you for your speech at the first conference.
3. Be ready to answer questions from the delegation on why you should be selected to represent the delegation as an officer candidate. 

After our primary, those who advance and those who would like to apply for an appointed leadership position must submit their applications via Reggo and are due by 11:59 PM on Wednesday, October 3th (Note: There is no application required for 71st Youth Governor).

Reggo will allow delegates to submit up to one application each for an elected or appointed leadership position. Click here for instructions on how to access leadership forms in Reggo.


2.) Values Meeting this Week: This week is a mandatory meeting where we will discuss our delegation values. This meeting is important for delegates to attend because it reinforces why we do the things we do as a delegation and how our actions have a ripple affect on our delegation and program. All delegates who attend will receive extra points. 

3.) Bills: Hopefully you've taken a look at the bills handout and used it to guide some basic google research in the past few weeks. Some things to keep in mind:

• Yesterday was the last day for Governor Brown to sign legislation passed in the most recent legislative session. That means there are a lot of new laws and vetoed laws that might impact what you choose to work on. Other potential laws may also impact popular bill topics.
  • For example, there's a ballot measure up for a vote in November on the question of whether California should continue to observe Daylight Savings Time. (Check out what the Bee has to say about it. Do you agree with their view?) 
  • The sale of cosmetic products tested on Animals is now banned in California.
  • A lot of laws related to the #Metoo movement were signed into law, but many were vetoed as well. 
  • Plastic straws - now banned (sorta) unless requested by the customer 
• At least two of the ideas suggested last week are likely already laws. Is one of them your idea? Better do some basic google searches to see if you can find out! 
• The Sac Bee has coverage of a lot of the Governor's actions in its Capitol Alert section including this list of "notable" signings and vetoes. Vetoed bills can make great foundations for delegation bills (though be wary of somewhat tired or common topics like prohibiting smoking on beaches). 
• Here's the Governor's list of his legislative actions on Sunday. You can use the Leginfo site, Bill Information tab to research more about any particular bill. 
• Topic generally overdone (which means other delegations are likely to select the same topic, meaning your bill may get combined with theirs and you lose your chance to champion your idea). You could still choose one of these topics, but you'd probably need to be very creative in how you solve problems related to them:
  • Anything on Marijuana
  • Lower voting ages for certain elections
  • Excepting feminine products from sales tax
  • Gender-neutral bathroom legislation
  • Condoms in schools
  • Sex-ed requirements in schools
  • Lane-splitting (motorcycles)

4.) Bill Hearing Night: This year's bill hearing night will be on Thursday, Nov. 1 from 6pm-9pm in the Oak Ridge High School Theater. We will be splitting up the night into two groups for families to present. The first group will present from 6-7:30pm and the second group from 7:30-9pm.  Stay tuned to see which group your family will be presenting in. This is a very important night for all delegates and attendance is mandatory. Parents, family, and friends are also invited and strongly encouraged to attend! Mark your calendars! 


5.) Mixed Bags Orders Due This Week: If you took a Mixed Bags catalog, please return it along with orders and collected money this week.



6.) Camp Capital City Fundraiser (10/13): Parents: The Sacramento Central YMCA's signature fall fundraising event is quickly approaching! This evening of nostalgic summer camp themed fun supports our Y-Assist Fund, providing program access to all in our community, regardless of financial need. We'd love to have you attend! Sac Central Delegation Bulletin #4: Bring Your Ideas (Sweatshirts and Bills)

If you have a sweatshirt design, make sure you email it to Christiana ASAP! Also, this week, we will kick things into gear on the bill writing process. Make sure you review the bill information included below so that you come to Wednesday's meeting ready to break into bill groups and pursue a topic in which you're interested!

NEW BUSINESS:

1.) Bill Hearing Night Date Confirmed: Tuesday, October 30: This year's Bill Hearing Night will take place again at the Historic City Hall Chambers in downtown Sacramento. We have received a final confirmation of the date from Council Member Steve Hansen's office: Tuesday, October 30 from 6-8pm. This is a very important night for all delegates and attendance is mandatory. Parents, family, and friends are also invited and strongly encouraged to attend! Mark your calendars!

2.) Sweatshirt Designs Due This Week: This year's sweatshirt color is: Carolina Blue. If you have a design idea, please submit it to Christiana via email prior to this week's meeting. Designs must be Y-appropriate and we can use up to 3 colors of printing on the front of our shirts. 

3.) Mixed Bags Orders Due This Week: If you took a Mixed Bags catalog, please return it along with orders and collected money this week. 

4.) Elected and Appointed Leadership: Y&G is all about taking risks and getting outside of your comfort zone. There's no better way to do that than through applying for elected or appointed leadership positions.  There's something for everyone - especially our returning delegates. We'll review positions at this week's meeting. Before then, please take a look at this comprehensive list of all program areas and leadership positions. Wondering what you qualify for? I especially encourage all former Houses delegates to pursue leadership in the Houses program (committee chair is a great role!) If you're interested in running or applying for a leadership position, you must complete a short application in Reggo no later than Monday, October 8. 6.) October 5 Movie Night at the YMCA: Thank you to the following delegates who have volunteered to help out at our Movie Under The Stars on October 5. The event begins at 6:00pm so plan to arrive at 5:30pm to help with set-up. The event is free and open to all, so anyone who wants to attend - or families who would like to attend - are encouraged to tag along!  In fact, we can make it an informal delegation social event! (If you are on this list and can no longer be there, let me know)

-Bill Hearing Night, Tuesday October 30: Parents, please save the date for our annual Bill Hearing Night. It's a chance for delegates to show off the mountain of hard work they are going to spend October completing and we depend on the input of attendees to select which of our student-authored legislature is submitted for February's Model Legislature to represent our delegation. It's a definite highlight of the year!

1.) Capitol Coalition Field Day: The Youth & Government Capitol Coalition will

unite as one for a retreat at the Sacramento Central YMCA. CapCo Field Day will provide an opportunity to learn more about each other and Y&G, strengthen the Coalition, hone leadership skills, and bond with new friends!

When: Sunday, September 30, 2018, 10:00am-4pm

Where: Sacrament Central YMCA (2021 W Street, Sacramento, CA 95818)

Cost: $10 Due by this Thursday, September 26 to me or Dylan; covers lunch and all activities! (Financial aid available; talk to me if costs are a concern) Bring either cash or a check in an envelope with the delegates name on it.

2.) Payment 1 Reminder: A $400 payment was due last week. If you signed up for the bank draft, payments will be deducted on the 20th of each month. Checks can be submitted at this week's meeting (payable to "Sacramento Central YMCA with your delegate's name in the memo line). Please get these payments to me or Dylan ASAP. 

• If you are making payments online, you will need to log into your account. This is usually going to be done with the delegate's email address (or the parent's email) and the password was automatically generated as the delegate's First and Last initial and their date of birth. So Jane Delegate, born on March 15, 2002 would have a password of JD031502. Contact Dylan if you have problems logging on to make your payment. 
• Here are online payment instructions.
• Payments received after Friday, September 21 will be considered late.

3.) Late Fee Looms: If you have not completed both of the following by October 1, a $15 late fee may be applied to your program fee balance:

1. Made your required Deposit and September payment
2. Completed  Reggo conference registration 

Our delegation will be assessed a late fee if you are not registered on time and we cannot approve your conference registration without the required payments. See #__ in this bulletin for payment information. Please note: if you have applied for Y-Assist  you should have received your award notification and new payment due information. If you have any questions, please contact Dylan ASAP. Remember, we are committed to program access for all. No delegate should drop the program out of financial concerns. 4.) Mixed Bags Sales: Mixed Bags catalogs will be provided at this week's delegation meeting along with instructions on completing order forms and collecting sales tax. Orders will be due on October 4. Delegates earn 50% of their pre-tax sales towards their program fees. Delegates who indicated interest in participating get priority for catalogs. All delegates need not have applied for Y-Assist to participate. Delegates not on Y-Assist who participate can choose to have their sales credited towards their program fee balance or donate their sales to our general scholarship pot. 

5.) Sweatshirt Designs: This week we will be selecting our yearly sweatshirt design. If you would like to submit a design, please send it to me by tomorrow (9/26) in either a jpeg or png format. Delegates will vote on their favorite designs at the meeting. Our sweatshirt color is "Carolina blue" and can be found in the attached color chart.
