El Dorado Youth and Government Delegation Bulletin #11

This is what you need to know this week:

1). Bill Hearing Night - THIS THURSDAY!: Bill hearing night is this week! This year's bill hearing night will be Nov. 2nd starting at 6pm in B3. We will be splitting up the delegation into two groups, one group will go from 6-7:30 and the second group will go from 7:30-9pm. The event is mandatory for all delegates and your parents/friends won't want to miss this chance to see what delegates have been working on so far this year.

Delegates in the 6-7:30pm time slot MUST be in B3 BY 6pmDelegates in the 7:30-9pm time slot MUST be in B3 BY 7:30pmAll delegates will also need to be in Sac attire for this event. Below is the list of which families will go during each time slot:

6-7:30pm slot:
  • 1st Borg
  • 2nd Arico
  • 3rd Merchant
  • 4th Parish
  • 5th Melehani
7:30-9pm slot:
  • 6th Adams
  • 7th Driscoll
  • 8th Durham
  • 9th Stafford
  • 10th Causley
Speeches:
By this week's meeting, you need your draft speeches prepared. Here is a reminder of the roles and speech-lengths for each: 
  • Bill Sponsor: Generally, this is the person who came up with the bill idea. Sponsors will need to prepare a 3 minute sponsor speech to give at the opening and a 3 minute "summation" speech to give at the closing. Sponsor speeches should be full of evidence of research, highlight the necessity of the bill, and why the bill is a good idea.  
  • Lobbyist For: Lobbyists in support of the bill should work with the Sponsor. Pro-Lobbyists want to support the Sponsor, reinforcing what is good about the bill and why it should pass. The Pro-Lobbyist's mission is to get the bill passed! Pro-Lobbyists can also bring up arguments in favor of the bill that wouldn't fit in the Sponsor's speech. Pro-Lobbyists must prepare a 2 minute Pro speech.
  • Lobbyist AgainstLobbyists against a bill have one mission: KILL THE BILL! Con-Lobbyists must prepare a 2 minute Con speech. Con speeches should have evidence of research, not just a "this bill is bad" statement. You'll need to tell the audience what specifically is wrong with this bill and why it would be bad public policy. You can suggest changes that would save the bill as well. 
  • NOTE: Summation speeches for all members may need to be flexible to incorporate arguments against whatever your initial speech was about. Some delegates choose not to pre-write their summation speech but to improvise instead based on the discussion that has taken place during the bill presentation.
  • Sponsor and Lobbyist speeches are persuasive. For tips on persuasive speech writing, check out this doc.

Bill Hearing Night Format:
We will have a panel of 6 judges who will be determining which of the 10 bills advances to conference. Judges will have three opportunities to participate:
1.) They can ask questions of intent and interpretation
2.) They can participate in general discussion
3.) They get to weigh-in on the bill that proceeds to Sac Conference via scorecards.

Judges will also be asked to track the following criteria:
Evidence of Research: Did speakers cite research? Is it evident the speaker has facts to support the bill and gives a well-prepared presentation? An ideal speech is both informative and well supported.
Debatability: Is there room for argument on the bill? Does it spark emotional or logistical debate? Does the bill encourage intense and energetic debate on both sides of the issue presented?
Feasibility: Did the Sponsor describe a practical way of implementing and enforcing (if applicable) the idea? Ideal presentations will detail methods for implementing the suggested policy changes.
State Relevance: Is the issue of statewide importance?
-Creativity: Does the bill present a new or creative way of looking at an issue? Ideal bills will be both creative and practical in the way they address the issue at hand.
-Presentation-Style Feedback: Do audience members have any constructive advice for all speakers on a bill when it comes to presentation style? (i.e.: watch for time limits, don't say as many "ums," eye contact with audience, speaks too loudly or softly, fast or slow, etc)

2). Bill Hearing Night Bills - Final LanguageEach family needed to have their final bill language uploaded to the google folder by last Thursday. Make sure that your family has submitted your final language to me ASAP. Be sure to also have your final speeches done and rehearse them! If you have any questions, please don't hesitate to ask me.

3). Bill Hearing Night Attire: Please wear "Sac Attire" to Bill Hearing Night. That is the professional dress code to which you'll need to adhere at our February conference. Sac Attire consists of wearing one article of clothing from each of 3 layers:

Bottom Layer: dress pants, suit pants, slacks, knee-length dress skirt, or knee-length professional dress. (no denim, "Dickies" style pants, leggings, yoga pants, casual pants, etc)

Top Layer: Button-down dress shirt with tie, button-down blouse, shell-type dress shirt, blouse, or knee-length professional dress. 

Outer Layer (NEW THIS YEAR for girls): Blazer, suit jacket, sweater, cardigan, sweater vest. 
Dress shoes required as well. No tennis shoes, please.  

4). Mandatory Pre-Conference Meeting - Next Week: Our next meeting (11/9) will be mandatory. We will be going over everything related to the first Fresno Conference. This will be a meeting you do not want to miss. 

5). New Fresno Security Protocols: The Fresno Convention Center facilities no longer permit standard backpacks or bags larger than 12"x6"x12". While CalYMCA will be providing small bags for everyone at check-in, you will not have access to that bag before we arrive to the conference on Friday. It is highly suggested that you bring a small tote bag (something close to the dimensions above, or around 14"x16" at the most) or grocery bag with you to hold your belongings between the time we leave our luggage at the hotel and the time we check into the Convention Center. There will be no place to check belongings at the convention center. Pack lightly for the day. You will need a pen, note paper, highlighter and, if desired, your cell phone, charger, external battery pack (if you have one), refillable water bottle, and some snacks. That's about it. You will also go through security screening at building entrances so don't bring extra metal objects and, this should go without saying, no pocket knives, etc. 

6). Payment Reminder: Have you submitted your payments yet? The last payment was due on October 13th. The next payment is due on Nov. 9th for $375. Please bring a check or pay online.

Y&G Sac Central Bulletin #10: Bill Hearing Night Is Here



Here's what else you need to know this week:

1.) Bill Hearing Night: Our annual Bill Hearing Night is this coming Wednesday, November 1! 

Let's hope for a speedy end to the World Series or your Los Angeles-native Lead Advisor is going to be distracted. #GoBlue

The event is mandatory for all delegates and parents won't want to miss this chance to see what delegates have been working on so far this year. We'll convene at the Historic Sacramento City Hall Hearing Room (NOT our usual meeting location). 

Historic City Hall is located at 915 I Street (it's the fancy older building right on I Street, not the modern new City Hall behind it). We will convene in the Historic Hearing Room at 6:30. Delegates must arrive by 6pm for final prep

We will start our program at 6:30pm. As of now, no guest speaker is confirmed. Each bill group will present their bill and judging/feedback will happen at the end.

2.) Mandatory November 8 Pre-Conference Meeting: Our November 8 meeting is mandatory meetings for all delegates. Make sure you attend each meeting. November 8 is our pre-conference meeting. Parent attendance is also required for new delegates and recommended for returning delegates.  

3.) Mixed Bags: If you ordered Mixed Bags products, I expect them to be delivered in the next 1-2 weeks. They will be distributed at a delegation meeting as soon as they arrive.

Bill Info:
Groups without (close to final) bill language and completed bill worksheets may not be able to present their bill at Bill Hearing Night. To be eligible to go proceed to Sac Conference, any bill selected at Bill Hearing Night must have an identified, confirmed Primary Sponsor (that is someone who will serve in the Houses program in Sacramento to carry our delegation's bill).

Bill Hearing Night Format

Bill Hearing Night will be chaired by your officer team using this Bill Hearing Night Script.

Parents and guests have three opportunities to participate:
1.) They can ask questions of intent and interpretation
2.) They can participate in general discussion
3.) They get to weigh-in on the bill that proceeds to Sac Conference.

Parents and guests will also be asked to track the following criteria (comes from NIC proposals, but handy for bills, too)
- Evidence of Research: Did speakers cite research? Is it evident the speaker has facts to support the bill and gives a well-prepared presentation? An ideal speech is both informative and well supported.
- Debatability: Is there room for argument on the bill? Does it spark emotional or logistical debate? Does the bill encourage intense and energetic debate on both sides of the issue presented?
- Feasibility: Did the Sponsor describe a practical way of implementing and enforcing (if applicable) the idea? Ideal presentations will detail methods for implementing the suggested policy changes.
- State Relevance: Is the issue of statewide importance?
-Creativity: Does the bill present a new or creative way of looking at an issue? Ideal bills will be both creative and practical in the way they address the issue at hand.
-Presentation-Style Feedback: Do audience members have any constructive advice for all speakers on a bill when it comes to presentation style? (i.e.: watch for time limits, don't say as many "ums," eye contact with audience, speaks too loudly or softly, fast or slow, etc)

Upcoming Mandatory Meetings: Our practice bill hearing night, November 1 Bill Hearing Night, and November 8 Pre-Conference Prep meetings are all mandatory for delegates. New delegate parents should also plan to attend our November 8 Pre-Conference meeting. Returning delegate parents are welcome, but not required to attend on November 8.

1). Bill Work - Bill Final Drafts Due!All family groups must have their final roles selected, speeches drafted, and final bill language in their family's bill template on our google drive by the meeting on Thursday. We will being going over each bill groups idea and troubleshooting at the meeting. Make sure to think of any questions by Thursday.

2). Bill Hearing Night - All of the Info!: Bill hearing night is next week! 3). Halloween Party: In honor of Halloween, bring your best costumes to next week's meeting. We will be having a best costume contest, so make sure your costume is fun (but also Y appropriate.)

Y&G Sac Central Bulletin #9: Bill Hearing Night is Coming

On-time Arrival Reminder: Please arrive promptly at 6:30. Because we are meeting in the back room and cannot leave the front door open without supervision, the door will lock at 6:30. If you arrive after 6:30 you need to bang really loudly on the door and/or send a message in groupme.

- Arrive having finalized your draft bill language by Tuesday, 10/24 at 8pm

Bill language must be finalized and ready for our practice bill hearing night by 8pm on Tuesday, October 24. That is tomorrow evening! I met with each group last week and the week before and provided guidance on drafting. I know this is the most challenging part of the process, but you have to give it a try! Get your drafting done by the deadline so I can help with any questions prior to Wednesday.

  • Legislative Analyst: The Legislative Analyst isn't for or against any bill. The Analysts job is to ask questions about the impact of the bill and whether, from as unbiased a perspective as possible, they think it would be a GOOD or a BAD idea for California. A lot of this, of course, comes down to money. Analysts spend a lot of time saying "cool idea, how you gonna pay for it tho?" Analysts prepare a 2 minute report. They do not give a summation speech. Each group has an Analysts report document in the google drive linked above. Analysts can work with the Sponsor on the Bill Worksheet because there is a good amount of cross over between the questions on the Worksheet and the Report questions. Ultimately, Sponsors will use worksheet information persuasively and Analysts will use worksheet information objectively.

Bill Hearing Night As mentioned above, Bill Hearing Night is November 1 and we encourage all delegate families (parents, grandparents, aunts, uncles, etc) to attend.It takes place at Historic City Hall NOT our usual meeting place. Please see above for more info.

Upcoming Mandatory Meetings: Our practice bill hearing night, November 1 Bill Hearing Night, and November 8 Pre-Conference Prep meetings are all mandatory for delegates. New delegate parents should also plan to attend our November 8 Pre-Conference meeting. Returning delegate parents are welcome, but not required to attend on November 8.

El Dorado Youth and Government Delegation Bulletin #9

1). Did you get your last payment in?: Payment deadline was Oct 13th for $375. Please bring your checks to this week's meeting or pay online here

2). Bill Hearing Night: Bill hearing night is in two weeks! This year's bill hearing night will be Nov. 2nd starting at 6pm in B3. We will be splitting up the delegation into two groups, one group will go from 6-7:30 and the second group will go from 7:30-9pm. The event is mandatory for all delegates and your parents won't want to miss this chance to see what delegates have been working on so far this year. Stay tuned for more information on this later this month.

3). Bill Work - Next 2 weeks critical!: Each family needs to have its draft bill language and bill worksheet completed by this Thursday. When you are done, please make sure all information is upload/saved to your family's bill folder on the google drive. 

  • Check out the complete video tutorial library on the bill writing process. Watch videos 1-4 to help get you on the write track.  
  • Here is a breakdown of the bill process in 10 easy steps
  • Remember that short bills are good and simple ideas are great. You don't need to rewrite the entire education code and drown yourself in work!  
  • There are many organizations that develop sample legislation for just about every topic under the sun.  Google can you help you find them. Also, chances are, if a topic interests you, it probably interested a legislator recently. Do some key word searches in the bills that were introduced in the real state legislature - perhaps you'll find a good starting point for your idea. Maybe you can fix a vetoed bill or one that died in committee. 
  • Want to see some bills from last year? Check out this bill book.
  • Use this online folder to hold your bill worksheet and bill language drafts. There are two documents for each bill idea. There is one set of documents for each family already set up. Use the bill template to help you work on setting up your statutory language.

    Bill work is tricky - but there are LOTS of resources available - including returning delegates/former bill sponsors and your advisors! You can do this - we promise.

    4). Are You Getting Your Points?: As we get closer to selecting our roles, we want to make sure that all delegates are aware of the points system and where you can go to look at your points.

    The points system is a way for delegates who participate in events, attend meetings, get their payments/paperwork in on time, etc to be rewarded with a better chance at selecting their program area. Each year, our delegation has more delegates than slots for many program areas. Because of this shortage of spots, our delegation created the points system to incentive delegates to participate. The more you participate, the points you have and the better shot you have at getting the program area you want. 

    Here is a link to the points, you can view how many points you have and where you rank in the delegation. Please let me know if you there are any point corrections.

    5). Dietary Restrictions? If you have not already indicated on the form when you registered for the conference your dietary restrictions (Vegan/Vegetarian/Gluten-Free/Etc) please make sure you let me know ASAP. The conference now will now have vegan options. 

    6). Fresno Conference Room Assignments: We will be selecting room assignments for the Fresno Conference at this week's meeting. Males will be rooming with males, and females with females. Please be thinking of who you want in your room before the meeting. If you are unable to attend Thursday's meeting, please ask a fellow delegation to reserve space in a room for you.

    Please note:
    For female delegates we'll have 14 rooms with 4 delegates; 2 rooms with 3 delegates; and 2 rooms split with SacCentral (2 Eldo and 2 Sac Central)

    For male delegates we'll have 9 rooms of 4 and 1 room of 3.
