Sac Central Delegation Bulletin #6: Bill Drafts & Worksheets Due This Week

Work on those bills! And ask for help if you need it. Your advisors are all on stand-by to guide you through the bill process. Bill groups must have draft worksheets and draft bill language in their google docs by the start of next week's meeting.  Bill Sponsors also should be ready to speak for 1-2 minutes about their bills this week: explain the problem your bill solves and why your solution is the best one for the problem you've identified. 

NEW BUSINESS:

1.) Payment #2 is Due This Week: The next payment is due this week. Payments received after Friday, October 19 are considered late. Please bring your payment to this week's meeting, or pay online. (Click here for instructions on using the online payment system.) If you have a question about the amount owed, please contact Dylan. Your prompt payment is greatly appreciated

2.) Saturday's Camp Capital City Volunteers (Updated List): Below is the list of those who have volunteered to help at Camp Capital City on Saturday, October 13. If you cannot work the shifts you signed up for, first try to find a substitute for your shift, next contact Christiana. If you would like to volunteer and aren't on the list. Please note the times have been slightly altered.

There will be some baked-goods breakfast treats at the start of the day, pizza will be ordered at lunchtime, and those working at the event itself will be able to eat after event guests are served. (And yes, you get s'mores, too). Please bring a refillable water bottle labeled with your name to stay hydrated during the day.

Attire: For day time shifts, comfortable work clothes and close-toe shoes. For the event: please wear hole-free jeans or other dark pants and a YMCA/Delegation shirt if you have one. Close-toe shoes are required for all volunteers ALL DAY.

Work Assignments: Daytime volunteers will be helping to set up tables and chairs, tablecloths, event decor, and auction items.
Event volunteers must arrive at 4:45pm and will be helping with the following activities (and you will likely rotate around tasks as needed as the event progresses):



3.) Bill Groups:  The following bill groups were formed this week. If you were not able to attend this week's meeting, you'll need to find a bill group in which to work. Each bill group needs 4 members. Each bill group provides an opportunity to learn about a new topic and to perform important work. Thank you to all who brought bill ideas. If your bill idea did not make it to the bill group stage, there may still be opportunities to work on your issue throughout the year (in Forum, NIC, etc)

Bill Speeches!
This week, Bill Sponsors will each speak 1-2 minutes about their bills this week: explain the problem your bill solves and why your solution is the best one for the problem you've identified. 
Each person in the bill group makes a short speech at Bill Hearing Night. 
Bill Sponsor - introduces the bill and gives the opening and closing speeches on the bill
Lobbyist For - speaks in favor of the bill
Lobbyist Against - speaks against the bill
Legislative Analyst - gives an objective analysis of what the bill does, how much it costs, it's benefits or potential negative consequences. 
Note: The Bill Author - the person who writes the bill and is in charge of that draft language, is usually the same person as the Bill Sponsor but not always. That's up to your group to decide. 

4.) This week's bill work assignmentsHere is an explanation of common bill mistakes to avoid and an explanation of parts of a bill. Please review it! Ask questions if you need help! That's why your advisors are here.

REMINDERS:

Bill Hearing Night Date Confirmed: Tuesday, October 30: This year's Bill Hearing Night will take place again at the Historic City Hall Chambers in downtown Sacramento. We have received a final confirmation of the date from Council Member Steve Hansen's office: Tuesday, October 30 from 6-8pm. This is a very important night for all delegates and attendance is mandatory. Parents, family, and friends are also invited and strongly encouraged to attend! Mark your calendars!
